Using CASE in our Ofwat business plan submission
We made extensive use of our Carbon and Sustainability Estimating (CASE) suite of tools for our 2010 business plan submission. OFWAT now require all water companies to provide estimates of the embodied and operational carbon emissions for each project. Embodied carbon refers to the carbon produced and emitted during the production of the material, for example the carbon emitted during the production of concrete. OFWAT commented that our approach was considered industry leading.
Using the tools has enabled a programme level assessment to be compiled of where our greatest carbon emissions exist. This showed that whilst whole life cost is dominated by capital expenditure, whole life carbon is much more heavily influenced by the operational carbon rather than the embodied carbon.
Having such clear visibility allows us to see how financial and carbon drivers may be pulling in different directions to give better informed investment decisions.
As our business plan progresses into live investment projects CASE will be deployed at each stage of development.
